Value for money evaluation of Government programmes
- We undertook a value for money and organisational review of a major
research and advisory body for this Government Department. We found
that significant value for money was being achieved, but that there
were opportunities to greatly improve the operations of the body through
better planning, some increase in resources and a clearer focus on
a more limited set of objectives.
- For another Government Department we examined the validity of objectives
of a major programme, its organisation and management, its compatibility
with
overall strategy,
and the cost of provision. We evaluated the extent to which the programme’s
objectives had been achieved and the degree to which the objectives
warranted the allocation of further public funding. Finally, we examined
the potential benefits of alternative policy or organisational approaches.
- We undertook a review of decision making and management processes
and prepared an up-to-date report on the financial position of a company
set up, under the Partnership Programme, to achieve key social objectives.
Our recommendations resulted in the liquidation of the Company, and
the redeployment of the resources.
Management information in a complex health board
environment
- We were asked by a Health Board to design an information structure
to meet the current and future needs for managing the delivery of health
services in the region. We developed a balanced scorecard of performance
indicators at strategic, organisation and process level, covering inputs,
outputs, outcomes, service quality and learning and growth. This structure
provided a solid basis for the integration and development of the Board’s
management information systems. It provided the Board with a longer-term
plan for information management in line with the current health sector
reform programme and other initiatives.
Improving client service in a professional services organisation
- For this leading professional standards organisation we undertook
a detailed review of staffing and processes. We made specific recommendations
on staff levels in the context of our wider recommendations on a revised
organisation structure, redefined responsibilities and the deployment
of new technologies.
Integrated strategic and business planning in the
public sector
- For this health agency, responsible for overseeing a critical public
health programme, we developed a three year strategy and a detailed
one-year business plan. The report set out strategic and operational
priorities, a recommended organisational structure, human resource
requirements, a detailed action plan with defined deliverables, and
the financial resources required to support the plan.
- Having reviewed the performance of this publicly funded research
organisation, we assisted management to develop a focussed and realistic
business programme, within available resources, and we developed a
balanced scorecard for the strategic management of the programme.
